Importance of electoral reform in parliamentary representation

Political activity in the world consists of a process: choose and exercise. As for choosing, the society of a country has the rights and guarantees to carry out the task of choosing. In terms of exercising, the elected or representatives must use their legal and power resources as a political authority to meet the demands of the population that elected them. In spite of this simple political process, the activities of representation have structural and procedural problems on the part of the political parties and the electoral institutions or organisms, who strengthen popular discredit and complicate the electoral process and parliamentary quality.
According to Cornejo (2021), the political context in Peru does not have a redeemable or prototypical democratic stability because there is no national union and integration, internal democracy in political parties, good ethical, moral and professional profile of the representative, among others, which affects to electoral processes. According to Febrina et al. (2020), in these processes the population is in charge of electing their representatives at different levels (regional, municipal and national) because it belongs to a constitutional right.
The tasks of representation are important for every nation because politicians are obliged to meet the demands of the population in matters of legality and policy. For good parliamentary quality, it is necessary that the person elected meets the profiles that a voting sector requires to fulfill its demands. In addition, it is also necessary that democracy be practiced transparently for all citizens in matters of election and monitoring of parliamentary activities, as well as inclusion for electoral participation.
In these cases, to avoid the election of incompetent representatives or candidates, it is important to consider democracy as an inclusive, egalitarian and voluntary political model (Kezar & Holcombe, 2017). In this political system, the decisions and the power of choice fall on the population at a level of citizen majority to continue with social activities and coexistence. According to Neblo et al. (2018), a representative democracy is common because the population consensus chooses its representatives. Despite this, it is not possible to ensure democratic practices; for which, it is important to carry out electoral reforms within the parties and in the electoral organisms.
Through the reforms in the parliamentary election process, it would be possible to establish stricter guidelines for party oversight and for the ethical and impartial conduct of electoral bodies. In relation, Reveles (2017b) points out that political representation must respond to the interests of the population, but the weighting of personal or group interests of political groups in collusion with electoral institutions has been observed. Therefore, it is important to observe what are the perceptions about the current representatives, the electoral bodies and the previous electoral reforms in order to establish a new and better political model that ensures a good quality of political representation.
