Oil canon and overcanon for education: Distribution proposal for Higher Education Institutions in the Tumbes Region

This document addresses the problem of the distribution and strategic use of the extraordinary fiscal resources that the Tumbes region in Peru receives for oil canon and overcanon. As analyzed, although these funds represent an opportunity to finance improvements in infrastructure and public services, there are still deficiencies in terms of tangible impact on development indicators, due, among other factors, to institutional weaknesses, strategic planning and articulation between levels. of national, regional and local government. In this context, the document seeks to specifically investigate the relationship between oil canon and overcanon transfers and the level of compliance with academic and institutional goals in the higher technological and pedagogical institutes of public management in the Tumbes region, examining dimensions such as infrastructure, equipment , budget efficiency and educational quality.
The document consists of three fundamental parts: The first conceptualizes and analyzes the evolution of the oil canon and overcanon in Peru and its legal framework of application in the Tumbes region. The second part addresses the goals, policies and indicators of the higher education system in said regional context. Finally, the third section presents the methodology and results of the main research on which this document is based, including a proposal to improve the distribution of these fiscal resources in the higher institutes of the region. The conclusions confirm the existence of a correlation between greater transfers of oil canon and overcanon and better performance in achieving academic goals in the technological and pedagogical institutes evaluated.
