Politics and legality in university management

The State has gone through different changes along with its concept from a philosophical point of view. All the authors indicated in the body of the work agree with the Classical Theory of the State, where it is constituted by fundamental elements that allow the development of interests. of the community translated into protection and guarantees duly established in the Political Constitution of the State, based on the principle of democracy, universities are taken into account as a subject of this work, especially the San Antonio Abad University of Cusco, a public university institution in the that the democratic principles established by the State prevail.
The points that are developed in the course of this work are delimited by four chapters developed according to the criteria of authors and specialists in the field of education at the university level, from the global and Latin American context to the Peruvian context, obviously the culture of Legality needs to be promoted in these university plans and projects, the manifest weaknesses in the university are notable compared to the rest and more so in the substantive issue, which is what is contemplated by the internal regulation regulations, especially its rector authorities.
